I just checked the website. It said that as part of the negotiations for Cabana to return, Cabana wanted that stip overturned and Nigel said okay. I don't like that at all. Elgin has been announced for these shows.
More importantly, though, they announced Briscoes vs. War Machine for the tag titles for Chicago, which is a shame because with the New Japan guys coming in, there is no way this will get the time it deserves. The only real option (other than doing a lame finish like a count-out on PPV) is to put the belts on the Briscoes and then rebuild War Machine to take the titles back from the Briscoes, which could work, but certainly isn't ideal, and probably wouldn't be the best thing for War Machine. Maybe this would have worked better if they had spent more time (especially on promos) pushing the ideas that The Briscoes are rededicating themselves to tag team wrestling and that War Machine have never beaten the Briscoes and really want to. This match definitely should have been saved for Best in the World.

Drat. I meant that it does not feel like a PPV match. Aside from the world title match and tag title match (which, as I said above, shouldn't be happening here), this doesn't feel like a PPV card at all. Fish is supposedly challenging for the tv title too, so at least all three title matches should be good
