first of all, i'm writing this with not a lot of knowledge of ROH's current state, just what i get from newswires, video wires, etc, but i haven't been able to watch the shows lately.
anyway, after reading Steen's Hostage Crisis post, it came to me that while this story is good, it's not needed with someone like Steen right now. Hell, that is something for Davey Richards, more than Steen. Richards only had a handful of contenders in his handful of defenses, he was the fighting champ, good ol' davey Richards, he should have been the one asking for the best competition. Either way, Steen's reign i see working out for a long time, he needs to be champion for at least a year or so.
We obviously start this book at the moment Steen captures the world title.
Steen has won the title. This makes Cornette go crazy, the very next day, Cornette releases a news wire signing that Davey gets an immediate rematch for the world title at their next big show. Steen defeats Davey (clean or not, don't care), and once again, Cornette wants to book another rematch ASAP. Steen tells that Davey already lost his title rematch and that he has to go back to the line according to ROH Rulings. Yet, if Davey puts his ROH career on the line, Steen would agree. Cornette, without letting Davey have any input, agrees on a career vs title match. Steen wins (dirty this time for sure). Davey has no other but to leave ROH because of Cornette's rushed decisions.
Cornette is left empty without his precious Richards. Empty handed, Cornette starts shooting challenges at Steen, he starts with Edwards, who Steen defeats too. A series of contenders come next. Strong, Cole, O'Reilly, Lethal, Briscoes, Elgin...etc etc. It's not about being face or heel, it's about taking the title off Steen, who beats them all, some clean, some dirty, but beats them all. At one point, i think that either Corino or Jimmy Jacobs should ask Steen for a title shot, or betray Steen saying that the title is the only thing that has eluded him in ROH, something like that. it's just another challenger at the end of the day.
Steen has no more challenges in the current ROH roster, it seems like he has a free path to dominance. But a familiar music hits and the former ROH champion [insert name here] returns to challenge Steen, with the typical story that they had bleed for ROH and were not gonna let someone like Steen control ROH. Steen defeats such champion, and now a series of challenges of former champs will come. Gibson, Homicide, Lynn, Low Ki, Colt Cabana, pretty much anyone who is not employed by TNA or WWE, etc etc. Steen defeats them all one way or another. At this moment, Cornette returns saying that since Steen has been receiving challenges from non-contracted talent, he was able to book a new challenger...DAVEY RICHARDS!! Richards comes back and challenges for the title, once again failing to win the match due to something happening, i don't know. (davey getting a new ROH contract is a story i'm not thinking about now).
Steen has now faced all current and former heroes that ROH had to offer, he is in complete control and there is no one to oppose him, his reign has been cemented as the most dominant man in ROH history, Steen's first order of business, to finally remove the Code of Honor. One man decides he can't take it anymore, Nigel McGuinness gets to the ring from the announcing table, and tells Steen that he has witnessed front row each and every of Steen's wicked matches, he's seen all the horrible things Steen has had to do in order to retain the title against all those men that once stood for the Code of Honor. Even though Nigel is retired and was told that he is not allowed to fight again, he's willing to do it as long as it means ROH is not under Steen's control. Nigel and Steen start going at each other, but Steen easily gets the upper hand on Nigel and starts beating him to a pulp. Suddenly the lights go out...
OLE OLE OLEEEEE
Generico returns "Steen!! Tu y Yo Tenemos Problemas!!! Ladder War!!!!"
Generico and Steen go at it one last time. Generico ends up winning the title from Steen and becomes the New ROH World Champ (much deserved). At this point, i have no idea what to do with Steen, I can't really see him exist in ROH after he loses the title.
so everyone lives happily ever after...except Steen.
Steen is a perfect choice to run the Dominant champ story with many face challengers coming out to try and save the company. I still don't know where ROH is going with their story, but so far i don't like how they booked Roddy and Eddie as No 1 Contenders. ROH truly feels like UFC with bookings with not much heat behind them. Davey vs Steen was perfectly booked IMO, but it seems like only title changes get booked like this, the rest of the shots just feel sooo corporate (and random sometimes) not to mention repetitive.

Good stuff, Cero. I especially loved Davey coming back due to Steen taking on challenges from non-contracted talent... and then having Davey lose is an awesome swerve. I also love the concept of Nigel getting a title shot as a babyface against Steen because it turns the dynamic of their previous titles matches on its head.
One thing I think you are missing from having been out of touch with the product is that the things Steen has been saying are actually things that a lot of ROH fans have been saying about the SBG Era. I'm not sure if this is by design on ROH's part or not.

this part would best work with Corino after watching that "Revelation" video. at this point Corino is more a mastermind than anyone and has more time trying to win the ROH title. The problem here is that this would most likely turn Steen face
