I'm beginning to think that the anonymous RAW General Manager was "Macho Man" Randy Savage.

though they haven't made it official, I think you're correct. I'm not sure if they'll even ever state that he was the anonymous GM, but all his texting seems to be a subtle way of suggesting so.
