We haven't done one of these in ages, let's go with some are some of the all time worst cases that a promotion has failed to pull the trigger on a wrestler, either they did it late or not at all.

Tyler Black in ROH is arguable, but I think Luger in WCW takes the cake. WWE also had a big chance with Kofi that they totally squandered.

Yeah, Ryback is definitely one.
I'd also say Razor in WWF. Diesel wasn't nearly as over and he got the title.

That's right. I definitely said it on the record. Think about it-you push him along steadily as you were going-more competitive matches begin-you just let him lose for the moment until THAT ROOF is threatening to be destroyed from the chants-and you hit detonate on that grenade and go forward.
