They have also announced Gail vs. Taryn vs. Angelina vs. Velvet for the Knockouts Title. Why is Velvet getting a title shot? And come to think of it, why are the Hardys getting another title shot after they just lost?

i don't think the triple threat is for the titles, or at least no yet. and that 4 way, it may have something to do with what Angelina was going to announce on thursday

As for the Knockouts Title... I guess that is possible, but I don't see what she could possibly say that would result in this (aside from pointing out how hypocritical Kurt has been since taking over, but the writers seem to want to just ignore that).

Why are you assuming that? Most of the other title shots people have gotten recently (everyone aside from EY, Jeff, and Aries) have been entirely out of the blue.

Velvet can't say at this point, tapings are barely today. Angelina's will likely have to do with what she announces, maybe she'll blackmail angle or sweet talk him. Kim gave Terrell one for helping her out back when she returned.
