I don't think it's that so much as it's just JBL being an ass. The fact that Mauro is bipolar increased the effect it had on him, but I don't think that was the root cause of the bullying. From what I've heard, JBL was pissed that Mauro Tweeted about winning the WON award for Best Announcer of the Year and thought that made Mauro a mark.

We saw how WWE's sensitivity program goes, remember? Enzo spent the whole time being a huge asshole to everyone and bully Jinder Mahal for absolutely no reason, and was praised for it by the instructor at the end. It's programs like that that probably tell JBL that it's okay to be a bully.

the worst thing is that WWE never allowed for Bully Ray to be a thing because it was bad portrail of wrestling

This. I can't possibly understand how anyone could want to see a one-note gimmick pushed as a main eventer over the freakin' Dudley Boyz.

At press time, neither Ranallo nor WWE have made any statements on the case past WWE saying Ranallo is under contract through 8/12. Ranallo’s contract doesn’t allow him to give unauthorized interviews on WWE and the belief is that WWE is working hard to come to a settlement that would include an agreement that he not publicly talk about the issue.
