As for blood... WWE's public policy is that blading i s banned and if something happens hardway then it happens and we clean it up. I'm sure if you asked the Anthem Owl or Joe Koff about it they'd say the same thing, as would any smart promoter who is asked the question. Even DJ Hyde or Ian Rotten. There is no one out there right now making money on being ultraviolent. Whether that is internal policy or not is irrelevant. If the company is secretly okay with blading and someone does it, I see no reason why they can't appeal the fine. Take it to court and make the commission prove beyond a reasonable doubt that someone bladed. If the wrestler did it right, there is no way to tell for sure, and if they get caught, they deserve the fine (and if you disagree with that last bit, the company can just find some other way make the money up to them),

David Bixenspan has an article for Deadspin about the commission regulations in New Orleans for WrestleMania week. The commission secretary noted that WWE and ROH are exempt from move bans due to being major league promotions and the commission trusting the competence of their wrestlers.

Piledrivers will be banned at these events, but apparently, not for WWE events or the ROH show, as the commission considers them major league events. This stems back to a 1996 accident where an independent wrestler, Aldus Bergeron was paralyzed and sued Jason Dupre (Steve Anthony) and the commission, which regulated the show, and the result was a several million dollar settlement. It was appealed and upheld because the judge ruled that the commission did not do its job to prevent sham matches (keep in mind every pro wrestling match is a sham match, meaning that this judicial ruling is downright scary) and said that since the injury took place in a post-match attack, and not during the match, the commission didn't enforce their rules about the ring being emptied once the match is over. In 2007, the commission changed the rules, no longer banning sham matches.

John Green Jr., the commission secretary, said banned moves would include all variations of the piledriver, all variations of the power bomb, moonsaults, shooting star presses, 450 splashes or anything that involves one wrestler leaping or flipping off the ropes or turnbuckles to contract the head or neck of the opponent, as well as any variation of the stun gun or a move where a wrestler's head or neck gets draped or clotheslined over the ropes, as well as any striking the head with any kind of object like a chair or trash can lid, of knocking anyone over the top rope.

However, the commission has the right to allow these moves to be used prior to an event if they believe the wrestlers have sufficient training, athletic ability and experience to perform them without endangering each other.

Green Jr. clearly noted WWE and ROH won't be subject to these bans.

Luke Hawx of Wildkat Wrestling, who is providing the local license that many of the outside promotions are using, has noted that they've never been bothered about doing 450s or moonsaults, but they avoid fighting in the crowd, blading and piledrivers. He said as long as the promotions stay away from those moves, he doesn't think there will be any problems.

Of course it's ridiculous if Minoru Suzuki, with 30 years experience and being one of the best wrestlers in the world, is banned from using the Gotch piledriver, while not just Undertaker, or somebody like Hangman Page, who wasn't even born when Suzuki started using the move, would not.
This is almost frightening in how dumb it is.

holy shit, the ghost of Bill Watts!

if this ruling was removed, i don't know why it's back, i'm guessing new dickwad on office. That ROH/WWE excuse i'm sure it's more about those two being the only companies with contracted wrestlers and thus not likely to be able to sue AND both companies are the only ones with a good financial standing, enough to bail out the commission, in case of such lawsuit.
