I think WWE previously had the money to put in loads of road agents, probably having 20+ at one point. Is that wholly necessary? Probably not. Could you get away with quality over quantity...? Probably.

Right now, the roster is not big enough for this unless they’re dropping Dark, but Dark serves its purpose for trying out new things without damaging ratings with immediate feedback available in the form of comments. WCW tried a second show; and it’s roster was even more stacked and that didn’t work...

The good thing with Kross is that he doesn't have to be a "wrestling champion" because he and WWE's most beautiful woman Scarlett can do all their smoke and message stuff, so if he needs 6/7 weeks of recovery, they could easily do it without drawing attention to the injury as they build up a number...
